Why Your Tech Support Sucks
I'd say it's far from being racist. It doesn't matter where the call centre is, if it's not in the country of where the caller is from there are language and cultural problems. I don't think anyone who has had to use a call centre abroad (and it's not just tech support) would say it's a painless experience. It's all about saving money rather than providing a decent localised service.
